Do new zippo lighters come with fluid in them?

I just got a zippo lighter and everytime i try to turn it on it just makes a spark, so does that mean I need fluid?

1. Yes, you need to buy the fluid.
2. Yes Duh!
3. Some countrys safety laws prevent lighters such as zippo being shipped or stored in a shop with fuel in them so u will have to do this yourself,either using butane gas in a can or lighter petrol in a can
4. The seller will NEVER put the fluid in them when shipped. Is against mail delivery rules.
