How can I send lighters to a foreign country?

I'm traveling and giving lighters as gifts. Lighters banned on airplanes, so I'm wondering if there's another way to send the lighters.

1. You may have to go via UPS of DHL, as many countries have a mail ban on lighters coming in and the USPS will have you declare them on the customers form
2. Do NOT use the USPS (US Postal Service) Not allowed and it can get you into real trouble if you're caught

4. Ok mailing them is a risk and yes you could get in trouble, depending on what kind of lighters they are you can put them in your checked baggage. The Zippo lighter are fine as long as they are in the original packaging and says there's no fuel in them, I really have to say it's your best bet to put them in luggage, you have a 50/50 chance on having them when you get where your going.
